the sad but funny facts surrounding the history of the quebec/ontario powergrid is this: when the grid was being developed and started growing into other major cities, states and provinces, the question came up: now that ontario is patched into the american grid (and vice versa) what about quebec? back then, the decision was made that due to the apparent "instability" of the quebec grid as compared to that of ontario. and then this happened...
